The land at Thepps Close, South Nutfield is well served by infrastructure and the Council’s Sustainability Appraisal (July 2018) confirms: “Access to public transport in South Nutfield is very good, with Nutfield train station available in the centre of the village.”

Furthermore, the Council’s own Green Belt Review Part 2 found that NUT010 & NUT014 within South Nutfield were part of a settlement pattern which:

“does not have an open character and within the Defined Village boundaries does not contribute to the openness of the Green Belt.”

We believe that removal from Green Belt would at least facilitate infill and help achieve the Council’s dwelling target.

The site was included in the Council’s Sites Consultation (Regulation 18) as Category 3: Green Belt sites located outside of Areas for Further Investigation.

The Council’s Green Belt Assessment Part 2 (2016) identified that the Site is part of a settlement pattern which:

“does not have an open character and within the Defined Village boundaries does not contribute to the openness of the Green Belt. In light of this, it is recommended that South Nutfield is considered further in Part 3 of the Green Belt Assessment in terms of whether or not it should be inset”.

Furthermore, the Council’s Landscape studies (2016), which informed the Regulation 18 consultation, concluded that the site had a “medium” capacity to accommodate residential development.

The site is considered to have a limited functioning role in the Green Belt and suitable for release on the basis that it exhibits existing defensible and permanent boundaries, which could be reinforced further through a new landscape framework as part of integrating development within the Site.

We believe the land at Thepps Close, South Nutfield no longer meets the five purposes of Green Belts set out in paragraph 80 of the NPPF. Our case is substantiated by our Planning Consultant, Barton Willmore in their more detailed assessment and Green Belt Review.

Furthermore, we believe that the retention of the Green Belt boundary in this location is contrary to para 85 of the NPPF.
