The site is allocated for 42 homes following a positive analysis by the Council and will deliver both market and affordable homes for the settlement of Horton Kirby.

The site meets the policies of the NPPF as it will make efficient use of previously developed land, will improve the character of the area and will maintain the openness and purposes of the Green Belt.

Through an appropriate design approach the development will secure enhancements in terms of biodiversity, flood management, highway impact and other matters as well as delivering high quality new homes in the market and affordable tenures.

We believe that removal from Green Belt (along with adjoining parcels) would help achieve the Council’s dwelling target.

The Council’s appraisal sets out the strengths of the site, identifying the previously developed status of the site, its sustainable location with pedestrian links to village amenities and public transport and the benefits to the appearance and character of the area.

The site has also been subject to a community engagement event whereby the scheme was received positively.

Whilst we fully endorse the allocation of the Oakview Stud Farm site, we remain of the view the Council’s strategy requires a more positive approach to housing supply through a broader allocation of sites in order to meet the identified housing needs and mitigate for uncertainty over certain parts of the council’s housing supply.

Further land to the north of Oakview Stud Farm includes an area of infill lying between the allocated site and existing village settlement boundary to the north, which is used for equestrian purposes (a use that would be brownfield in status). This would effectively represent an infill site which could realise a further 48 units and deliver additional housing without harm to the Green Belt or wider landscape.

Other land adjoining land has also been submitted to the Council and was in our view, wrongly rejected by the Council as this offers opportunities for greater strategic benefits such as community and open space provision.
