The original Draft Local Plan Site Appraisals (SHELAA HO58) concluded that the site was deliverable.

The SHELAA recognises that in order to release the potential of the site, its Green Belt constraint needs to be removed. The site does not fulfil the purposes of the green belt in its current condition and the change of use of the site to residential would facilitate the remediation of the land and the demolition of redundant buildings.
